Operation of Yangyang County Council consists of the general assembly and special committees. Regular meetings open on July 6 and December 4 every year. Extraordinary meetings are convened by the Chairman upon request of the county governor or 1/3 of the members. The total number of days for regular and extraordinary meetings combined cannot exceed 80 days. Convening of extraordinary meetings shall be announced 5 days in advance, except for emergency.

General Assembly

General Assembly consists of all the council members and functions as a supreme decision maker for the council. Reference to approval, appointment or agreement is associated with the general assembly.

• Opening : by presence of 1/3 of the total members
• Approval : Unless otherwise specifically mentioned, approval is made upon presence of the majority of the total members and favorable votes by the present members (Chairman has a right to vote. In case of a tie vote, the matter shall be regarded as rejected.
• Opening door meetings : Meetings of the council shall be open to the public (except as requested by 2/3 of the members present or the chairman sees as necessary for the purpose of bring orders.
• Principle of Consistency : Draft bills that have been submitted to the Council cannot be destroyed on the ground that they have failed to be approved during the session, providing that the members remain in office.
• Principle of Double Jeopardy : Bills that were rejects during a session cannot be submitted again during the same session.

Special Committees

Special committees can be formed subject to approval by the general assembly to review and process specific agenda. The duration of such committees is not fixed. Members of the committees will lose their status once the agenda is completed and the committees are dissolved.
