The Council represents the county's residents as decision maker, regional representative, conflict arbitrator and administration monitor and establish or amend ordnance, review and approve budget and approve auditing. It also monitor and inspect administrative work and handle complaints or claims from residents.

As to organization and operation, the council has rights to establish meeting rules, open and close convention, decide fiscal years, exercise non-confidence against Chairman·Vice-Chairman, bring orders and trigger internal investigation.
